Born at Yarraloola Station near Pannawonica, she spent her early years in Onslow and later returned to work at Yarraloola and Nanutarra Stations alongside extended family. A Roebourne resident since 1970, Tootsie was a founding member of Juluwarlu Art Group, a broadcaster with Ngaarda Media, and actively involved in creative projects with Big hART. She held a Graduate Diploma in Aboriginal Community Development from Curtin University.
